Could you share the output of that command before and after restarting ?

Ubuntu 22.04.2 LTS
I enable Settings-Accessibility-Pointing and Clicking-Mouse Keys. This has to
be enabled every time I boot up. This should persist. Previous Ubuntu
versions retained this setting.
