Thank you for your bug report. Is the issue only about that option?
Could you share the output of that command before and after restarting ?

$ gsettings get org.gnome.desktop.a11y.keyboard mousekeys-enable

Title:
  Accessibility settings not persistent

Status in gnome-settings-daemon package in Ubuntu:
  Incomplete

Bug description:
  Ubuntu 22.04.2 LTS
  I enable Settings-Accessibility-Pointing and Clicking-Mouse Keys. This has to 
be enabled every time I boot up.  This should persist.  Previous Ubuntu 
versions retained this setting.
