By default the proposed channel now is assigned '100' weight/priority,
but in jammy the proposed is '500'.
$ apt-cache policy gnome-control-center

I just install with version number, after that, this issue is fixed.

[Impact]
I tick "automatic time zone" in the Date & Time settings, it does
nothing, and when I return to Date & Time, the option is unselected
again.
This system is a fresh 24.04 install.

* Find a machine with 24.04
* Launch `settings` and enable "automatic time zone" in the Date &
Time settings, and close `settings`
* Launch `settings` again to check "automatic time zone" item.
