I suffer a bug that, I think, it's related to this one: If I have two Firefox windows, each one in a different desktop, and change from one to another using alt + ', I can't put the mouse focus in the address bar. The only way to solve it is to go to the desktop switcher and change it from there.

No popup will be shown. Also if you have bookmarks in the bookmark toolbar, the popups will not open. This also is likely to happen if the screensaver was active before. Pressing Alt-Tab to push the window in the background and back to foreground again makes the popup work.
