the "usa is always added at login" issue was due to gdm and should be
fixed since oneiric

On my system, the gnome keyboard preferences for setting up the
compose keys don't apply automatically when I log in. I have to go
into keyboard preferences, layouts tab, and then layout options, and
uncheck and recheck the relevant checkboxes.
