  Panel volume icon state changes to "mute" when volume reaches zero

Status in “gnome-settings-daemon” package in Ubuntu:
  Won't Fix

Bug description:
  Binary package hint: gnome-settings-daemon

  When changing volume using slider/keyboard, the icon changes to "mute"
  when volume level is 0. It should change to an empty speaker icon
  instead.
