I verified that in the latest version of Software Center, 5.1.14 in
Precise,  only the installed size is displayed when installing a local
deb file (Skype in this case). No download size is shown. I'll attach a
screenshot.

  Software gives download size for local .deb

Bug description:

  Software Centre is now the GUI installation method for local .debs.  Software 
Centre currently offers a download size, even though the .deb is local and does 
not require further downloading.

    1. gnome-open skype_*.deb
    2. Ubuntu Software Centre opens
    3. Displays non-zero download size (20% bigger than the local .deb)

  Constrasting with bug #635015 shows that there's probably more issues
  that can be found from install the Skype package.
