I can change codestyle-config to use the same version of Apache parent pom as
what is currently used in the parent project. The goal of the JIRA and commit
is to change codestyle-config pom.xml to use Apache parent pom and remove
references to incubator project. I used the latest version simply to avoid
another release of codestyle-config when Apache Apex is upgraded to the newer
version of Apache parent pom.
