The only class I found implementing/interfacing IStates is Dsmlv2StatesEnum.
Because of "All enums implicitly extend java.lang.Enum. Since Java does not
support multiple inheritance, an enum cannot extend anything else." [1] I
suggest moving the 3 states defined in IState into Dsmlv2StatesEnum and make
this instead an enum.
