What is the policy on this going to be for the Excalibur project?
Author tags SHOULD be limited to:
@author <a href="mailto:[EMAIL PROTECTED]">Excalibur Development Team</a>
All contributors SHOULD be noted in the file NOTICE.txt, which MUST be included in every distribution (and from which information MAY NOT be removed, according to the Apache License, v2). In addition, contributions from non-committers SHOULD be noted as such in the commit message that accompanies the commit, including contributor name and address.

There are many pros and cons to having author tags. It was decided ASF-wide and laid down by the board in a rather strong recommendation (not: requirement, hence the "SHOULD" and not the "MUST") that the ASF does not want author tags.
Rather than grind more teeth on this, lets incorporate by reference and respect the wish of the ASF in this matter.
