Comparing the 1.0 version of the jsp spec to the 1.0.1 version it seems
that the following are included in 1.0 but not 1.0.1:

I'm not 100% certain this is the problem and I'm also not sure why the
2.1 xsd's are in 2 locations .... but it is a difference.
