It looks like you yourself have isolated it to perl.
Maybe try the binary search on perl versions 5.8.3 -> 5.8.8 and see where it breaks. I'm pretty sure it works with 5.8.8 so its quite possibly a regression in 5.8.9. I'd try 5.8.8 first.

no surprise here :)

Unfortunately we rely on Apache 1.3.x for some legacy applications...
