When re-starting a persistent HA cluster, the broker that becomes primary
should keep its store while all the backup brokers should erase their store
before connecting to the primary catch-up. Backups cannot simply use their own
stores because sequence numbers of stored messages will not match on all
brokers.
(NOTE a better but more complicated start-up is QPID-4324)
