Thats right. Artifacts only need the legal files if they're being
distributed separately, for example as a jar in a maven repository. We don't
do that with the itests, vtest, samples, demos or tutorials so they don't
need the legal files. Those modules only ever get distributed as part of the
binary or source distribution which has its own legal files which covers
everything within the distribution.
