Failing downloads from Tuscany SCA Eclipse update site

The file [1] on the Tuscany SCA Eclipse update site is very large (72MB) and
downloads of this file by Eclipse frequently fail. Using a dynamically
generated site.xml file that uses a mirror site for the feature and plugin
downloads would improve this. Apache Directory Studio has implemented a
solution; see [2] for an example of the dynamically generated site.xml file,
and [3] for the sources and description.
