The solution is to download from a mirror, but how does the user find a
suitable mirror? The solution implemented by Apache Directory Server returns a
mirror automatically when Eclipse accesses the site.xml file. If a Tuscany
user needs to enter a mirror URL manually into Eclipse, how would they get the
list of mirrors and how would they know which mirror to choose?
