In my case, yeah -- that file actually didn't even exist at all in my profile, but I don't have any saved browser passwords, and I guessed it might be created if I *did* have saved passwords. (since it is on Desktop firefox) Sounds like I guessed wrong on that though. I did, however, have "key4.db", which I think (?) is associated with saved passwords, at least on desktop firefox.
