Our team @Urbien works on a cross-browser backbonejs-based framework for 
packaged apps, see http://github.com/urbien/urbini. At this point we support 
Chrome and FF. All apps are produced as a hybrid of a Packaged App and a 
sandboxed iframe, so that the social signin/signup and client-side templates 
continue to work and UI/model changes do not force developers to update their 
app in the marketplace/webstore all the time.

Urbini framework provides AMD-based app bootstrapping, offline support, db 
sync, push notifications and WebRTC. We support any site with WebAPI and 
provide IFTTT-like inter-app communications.

We have a bunch of app concepts developed for various hackathons, which you are 
welcome to fork and build upon. Or you can contract us to develop custom apps 
for you.
