I am not sure a 'Tests' component is going to help more than be a black hole for bugs
I think if we had a few people volunteer to be 'mini sherrifs' that watch travis and gaia tbpl, background when needed and file + follow up bugs in the correct components and push their module owners we can get into a state where its green enough to get enabled by default and sherrifed properly, its intermittent green now.
