What about Vivien Nicolas' suggestion in
https://bugzilla.mozilla.org/show_bug.cgi?id=899994 ?

Exposing apps though a DataStore managed by the System app and let the
System App delete apps though something like a webactivity. That way third
party homescreens are exposed to one less API.

There is already a bug for exposing bookmarks though a system managed
DataStore: https://bugzilla.mozilla.org/show_bug.cgi?id=898325
