Mulet is 99% Firefox desktop and 99% b2g desktop. So given that dom.telephony.enabled is false on both, it will stay disabled. But as explained in bug 989926, the discussion about telephony doesn't depend on the Mulet. We can already start enabling telephony on b2g desktop, then the mulet will automagically benefit from such work.
