I believe I've had the same issue as you. I needed to flash the base image and then it worked.
Are you ever in a good state? Or only after you try flashing? It seems that after flashing the base image (v123) you are back to a good state, however, I don't want to assume so. NOTE: I don't know much about this but I can try to help.
