Would this API include the camera flash LED?  I think there is an
accessibility case to be made here for having the flash LED blink for
things like an incoming call.  IIRC, android and iphone already
support this and I don't see anything like that in the v2.1
accessibility options.

I'd really like to see an API for this.  There are lots of cases where
my phone is out of my pocket and I cannot hear it (loud music, kids,
dogs, etc) but if the camera flash LED would blink, or some other LED
would blink, then I wouldn't miss any calls or text messages.
