So to clarify, if I flash v188 base image to a flame device, then do a full 
flash of latest master branch or 2.1 branch (i.e. flashing “image” in 
B2G-flash-tool), it actually overwrites the base image with OLDER files?
If this is the case then we should stop full flashing until it’s fixed.  After 
I did a full flash, Bootloader value still said v188, so I thought everything 
was okay.  We we told to do full flash on device to take the latest changes in 
gonk layer I believe.
