There are also docs about this on the Developer Settings page[1]. If there are more places we should mention this, please let me know! Previously, you had to be able to set prefs to enable full app debugging, which required hardware root, which can be hard to obtain on some devices / carriers. With this ability, it's possible to get full app debugging even if you don't have hardware root access.
