If the goal is to have a device accessible via a modem then I can see
why you're considering a new board since Pi's GSM/3G shields are pretty
expensive.

That being said one can always use a USB GSM/3G dongle or even a cheap
phone working in tethered mode to provide the same type of connectivity.

The other advantage of Pi is that there's a huge installed base already
and tapping into it is relatively painless compared to other hardware
thanks to the almost completely open driver support.

I agree that API support is a bigger issue though, but that applies to
any board with GPIOs, sensors and other bits we don't have APIs for.
