Perhaps not prohibitive, although given for what prices we sell phones I suspect there are markets where it very well might be. As the web becomes more capable however, it is starting to become a strange proposition for us to only support a closed ecosystem for applications. It could be that GitHub and such are sufficient though and Mozilla does not need to get into this game.
