It's not clear to me how adding offline capabilities to an existing
application changes what kind of networking features that application
needs.

I agree that we should make CORS easier. And perhaps the web's
security properties needs some more explanation/outreach as nobody
really ought to be surprised anymore that you cannot "just"
communicate with a random host.
