You are right.

My objection to this is really the linked article
http://www.cnet.com/news/can-the-mobile-web-win-back-developers-from-ios-android/
because there's no way you can do useful Web banking or e-gov applications 
using the mentioned stuff.  The mobile web is big loser and the current 
strategy will make it lose even more unless Android's "WebView" counts as the 
web.
