as mentioned before, setuptex is there to isolate trees -)
there are now two methods to be wikified):
(1) setuptex, if you have multiple trees with potential clashes due to
existing trees (like old ones not using the current tex live structure)
(2) setting the path, which works ok for distributions that are like tex
live (i wonder what happens with those texmf.cnf files that ended up in
/etc, but that may have been tetex which is obsolete now anyway)
one of the problems is that although there is tds, the relative position
of the binaries to the configuration file is not part of the standard
but i think that we can safely say that we assume the relationship and
don't support anything else (okay, one can set TEXMF and TEXMFCNF)
