That is the latest version we have pushed a developer preview for. Obviously
you shouldn't be using it in production since there have been security bugs
fixed on the 1.8.0 branch since the release.
Since XULRunner is still in developer-preview state, Mozilla is not planning
on doing regular updates for it (and in fact, we probably won't be doing any
more official preview releases). You are of course welcome to build it
yourself. Several Linux distributions (SuSE and others) have updated
XULRunner packages which are used as the basis for Epiphany and other
Mozilla embedders.
