In any case, that document is quite outdated and much of the stuff there is not happening it seems (like XBL2, XUL', JS2). FWIW, I have not heard anything about people working on running XR headless. Also might be interesting to you is: http://weblogs.mozillazine.org/roc/archives/2006/07/the_good_the_bad_and_the_three.html which hints that making mozilla run headless is too much effort.
