Current implementation of A-GPS relies on SUPL server, which you need a contract to use. I think you would need to use QC's implementation, which means you would have to edit the gps.conf to point to the server.
We are working on getting XTRA server working in an upcoming patch. It takes generally about 15 minutes for GPS chip to kick in; MLS + GPS should work on device.
