Just to elaborate on what's already been said - your initial mail was
correct, the search-bar (rocketbar) is part of the system and not part of
the home screen. Previously it was due to technical/time constraints, but
the new home screen's design doesn't require it.

To keep it expanded, we just make sure that the home screen's body never
has scrollable overflow on the vertical axis (overflow-y: hidden, height:
100%). The rocketbar only collapses when the body of the document inside it
is scrollable. We have also fixed a few bugs that caused it to be
incorrectly collapsed, so you should be able to rely on this behaviour.

You're also correct about the wallpaper - this is another element that is
controlled by the system and requires certified permissions. You would be
able to change this with a System app add-on, or if your application was
certified, by changing the setting.

As for home screen apps in the marketplace, I believe they're gearing up
now to be able to handle home screen submissions, and this should be ready
at, or in very close proximity to the launch of 2.5. As you would have seen
already, the default home screen is a privileged app, so we aren't doing
anything there that can't be done by a marketplace application :)
