Having worked on WebIDE, I think the IDE term has a lot of conceptual baggage associated with it, where people expect a very heavy weight experience like Eclipse or something. Since Mulet itself doesn't even allow editing project files for example (and editing files is a basic function of an IDE), I would say using the word "IDE" is probably a bad choice here.
