I fully agree that the situation with the locked bootloaders sucks and
that we should do better in the future, but...

In the context of Android and other devices, there's has been a long
discussion about GPL enforcement and what is permitted by different
versions. I think you're a bit too optimistic about what Mozilla can
enforce. If you want a qualified answer, you should reach out to
Mozilla's legal team.

The difference between an 'unlocked' bootloader and an 'unlockable'
bootloader is probably important here, but I agree with the general idea.
