To my knowledge all the currently sold FxOS phones have GPS chips. Only some of 
the upcoming ultra-low cost devices won’t have GPS chips. Not including a GPS 
chip is one of the things that actually brings down the price.

MLS will be used in those ultra-low cost devices as the only source of location 
information. Much of our work as of late has been in support of these devices.

Stumbling on those devices won’t make much sense, as indeed you need a true 
position from a GPS chip to anchor your observation data. On all the other 
phones you can run FxStumbler, though you need to side-load it, as it has to 
use protected platform only APIs to access cell and wifi state.
