Show template quick start page in separate overlay dialog

The templating quick start page currently shows up when you click on "Website"
on a freshly set up Magnolia instance with no templates. We could show this in
an overlay dialog and let the empty window including a toolbar with deactivated
buttons in the background. That would make it look more app like and less as if
there's been something wrong with that page.
