add 1) Systematically how? Re-scan everything every X minutes? Only on 
activation? Do this on author or on public?

add 2) What is this list? Plain text/html/pdf kind of report or a structure 
like a tree inside of Magnolia that can be interactively browsed?

add 3) This can be already done with custom 404 handlers and i know of at least 
2 customers who do it. There the effort is 1-3 days depending on how nice you 
want to have this feature implemented.

For first two points I think you would need to come up with some concept 
describing in details how feature should work or where you are flexible to 
accept any kind of solution. It would be useful to come up with stories to see 
how ppl would use it and maybe there's better way to integrate it even deeper 
(and make it more valuable). Before this kind of design/planning work is done, 
it is not really possible to estimate the development time.
