No. I believe you have to belong to "jira-developers" group in JIRA in order to
do so.
Regular users ("jira-users") can only comment, attach, watch, vote...

Well...Like I said - I can only comment.
But depending how you configure your JIRA portal, you may not see resolved and
closed issues.
The comment makes it to the list but for someone like Philipp who gets a lots
of those it would be hard to track, I guess..
Again, I will try my best to do a better job when reporting...
