When I switched the author instance into public,

You switched the admin flag? (or have you applied other actions like reconfiguring the anonymous user?)

the css files and the
js files from my templates failed to load.

Where do the restricted files resist? docroot? mgnl-resources?

However they were loading
fine from the samples templates. Then changed the magnolia.develop
property into true and everything was ok.

magnolia.develop mainly switches of caching for files in mgnl- resources, js-classes, ...

My templates loaded just
fine. Is there something I need to reconfigure in my modules
(containing my templates) in order to use this "improvement" feature?

Not sure, but if you forgot to reconfigure the anonymous role in a way that it has access to the js file it might actually be that the login screen has been cached.

To verify that you call the scripts directly and check them.

If this is the case we should add a bug report: don't cache 403 (access forbidden)
