Thanks for correcting me...I knew it was set from outside of the script; I
assumed it was Perl that set it up.
The point remains, however, that there should be no need to set up
SCRIPT_NAME in the environment in order for the scripts to run correctly.

Quite wrong. Perl doesn't set any environment variables. But your
web server should - it's part of the CGI specification.
