We're limited by the capabilities of our upstream providers at times;
registries don't generally design their test systems with the volumes we're
sending in mind (since they only expect new registrars to test once and then
only for new functions, whereas we're sending traffic all the time)

Enhancements to the test environment are being worked on, including the
ability to mock transfers
