Bill,

I would have to agree on that interpretation.
The word "may be" suggests that it is optional.

(which may be provided through Registrar's website)

It never said "must be"

Also, I do see a bunch of registrars without whois IDs,
and ICANN really doesn't even seem to care.

If Tucows, just has the Registrar name parsed in from
their own opensrs web site, that should meet the requirement
in full.

And it is kind of funny,
but newbee customers do get confused over the term:
registrar vs registrant

I got the same complaint, when a customer thought the
domain was registered to Tucows, and we had
to explain to him the difference between a Registrar and
a Registrant to calm the person down.

Subject: RE: whois changes

Sorry I'm just getting around to responding to this. I meant to earlier but
didn't have the time. Now some confused domain registrants are seeing to it
that I make the time.

3.3.1.3 *is not* a requirement for WHOIS. As the quote below shows, the
identity of the registrar can be provided through the registrar's *website*.
In other words it is *optional* in the whois output as long as the
tucows.com/opensrs website continues to display that it is TUCOWS.

Anyway, we now have domain registrants sending messages thinking their
domains have been stolen since they now see "Registrar of Record: TUCOWS,
INC." in the WHOIS output. We have to waste our time explaining it to them
even though they should already know...
