We had a policy issue whereby we were "converting" phone numbers into EPP
phone number formats on your behalf.  In all the cases thus described, the
"default" Tech contact information is being inherited via the RWI settings
(unless you specify explicitly via the API call).

We had removed this from the API (conversion) and the client code some time
ago.  Since we're not authorized to alter registration information between
submission of order and provisioning at the registry (which is what we were
doing), we had to disable this conversion.

I was mistakenly under the assumption that there would be no impact (mea
culpa)
