Maybe you misunderstood Bill with his reference to the ".info
registry"..??..

You have also clearly stated the symptoms, when you state that you have
used your .COM DNS server to register other .COM/.NET/.ORG domains at the
VERISIGN REGISTRY (com/net/org), but it not being accepted as a valid DNS
server at the AFILIAS REGISTRY (info)..

Naturally, you have NOT yet told Afilias that your particular server *IS* a
DNS server and that you intend to host DNS information of .info domains on
it..

I strongly suggest you read the documentation, paying particular attention
to the fact that various TLDs are handles by different entities and they
all have their own peculiarities..
