I believe this is answered in the discuss-list archives, however I will
quickly say that the IP is maintained in only one place, at the registry
of the domain in question.  If the name server is ns.example.com, the IP
will be found in the .com registry (i.e. the only authoritive place).  The
foreign registries smartly maintain only a record of the hostname.
