I sometimes get this message, but very rarely. Rather than push the onus of retrying the command onto the resellers, I think OpenSRS should wait a second or two, and retry the connection on their end. If it still can't connect to the registry after, say, 5 tries, it can time-out and pass that message to the end reseller. My 2 cents ... - Colin
