Hello Em, There is no client code provided by tucows at this time. They only provide the API specification. It is an XML-RPC based API. You can download an XML-RPC client/libbrary and use it to make the RPC calls to the blogware server. The specifications are available at:

If you do not want to use PHP, I am sure you can search for XML-RPC and your favorite programming language in google and something will pop up. I hope this helps.
