HLS is very similiar to DASH what we already have. But, I had heard
there is a plan to move DASH to an App, based on media stream graph, just
like what our PDF reader is now. (Maybe roc know more about it.)
So, HLS can be implemented in the same approach.

As far as I know, Google also start a DASH implementation for YouTube,
accroding the following page.

I am not sure if Youtube or Google is planning to roll out DASH
officially. If they are, we don't necessary have to support HLS, just
use DASH instead.

Another solution is RTSP that is under reviews, Youtube also runs
RTSP.

Since HLS is very similar to DASH, IIRC, there are some tools/scripts
can convert containers between HLS and DASH. It is possible to have a
simple gateway on the devices or networks to translate HLS for DASH.
