Google's plan seems to be not to have DASH support in the browser, but have
apps/sites implement DASH (or something like it) using the Media Source API
(which we're working on). So we're focusing on Media Source and our
built-in DASH support is disabled, since we're not aware of anyone who
wants/needs to use it. However, IE11 apparently has built-in DASH support,
so maybe we'll need to enable ours after all. Depends on whether sites will
use it.

I don't know if it's possible for apps to implement HLS themselves using
Media Source. Even if it is, apps would have to opt into that; it wouldn't
be automatic.
